I don't think so, no. It's not Earth-616 - Doctor Doom was trapped in hell when NA:TF is supposed to be happening, and he's clearly not here, so it can't be. Likewise, Carol Danvers wasn't going by "Ms. Marvel" at the time, or wearing that costume. It's just a version of Earth-616 it where Doom wasn't in hell, Carol was Ms. Marvel and there are Transformers running around. Maybe... Earth-707.
